Fixed the primary invoice action so it generates a PDF instead of only rendering text. Added itemized invoice fields and local PDF generation.

Added quality evidence, improved feedback flow, and repaired health/percentage/debt/invoice copy specificity after external review.

Added local scenario workspace, public reference cases, and cross-tool assumption carry-forward in local preview.
